Bug Fix: Fix warning thrown by blogpublic-notice.php when VIP_GO_APP_ENVIRONMENT isn’t defined

We wrapped the usage of VIP_GO_APP_ENVIRONMENT in a defined check so it won’t throw warnings anymore.
