Fixed

• VIP Next: Fixed update checks failing when GitHub returns numeric repository pagination URLs.
• dev-env: Aligned the Go runtime recommended and default PHP version with PHP 8.4.
• Dev-env (Go): dev-env start now recreates the shared proxy when a stopped vip-dev-env-proxy container is left behind, instead of reporting success without a proxy.
• Enable -d, --debug and DEBUG diagnostics in the Go CLI, including local development environment operations.
• Authenticate Go Pendo telemetry requests and report delivery failures through safe diagnostics in both runtimes.
• Omit admin_password from dev-env telemetry props
